The project "Tehnostart - Encouragement of innovation activity of young people in Bulgaria"
 

With Order №RD-16-910/02.07.2014 from the Minister of Economy and Energy  approves  the Guidance 2014 for project "Tehnostart – Encouragement of innovation activity of young people in Bulgaria".

The deadline for submission  is  September 15th 2014.

The project is an implementation of priority areas № 1 "Entrepreneurship" and № 9 "Skills and innovation” from the National Strategy for support of SME 2014 -2020.

The total amount of the grant for the project is 400 000 Leva.

The project aims to encourage young entrepreneurs – students, phD and graduates in the earliest stage of the entrepreneurial cycle – they have the chance to submit a business idea and win a grant of up to 20 000lv.

In order to obtain the funding for the project, each applicant, after approval of his business plan, must register a company at the Registry Agency and provide his own contribution of 10% of the grant amount in the form of funds and/or assets.

Who can apply?

  1. Individuals - Bulgarian and foreign citizens who are students in the academic year 2013-2014, in universities in Bulgaria, received accreditation and established by the terms and provisions of the Law of Higher Education, regardless of the study form.
  2. Individuals - Bulgarian citizens who are students in the academic year 2013-2014, in universities abroad recognized by the country, regardless of the study form.
  3. Individuals - Bulgarian and foreign citizens. which graduate with degree of Bachelor or Master in 2014 or 2013 in universities in Bulgaria, received accreditation and established by the terms and provisions of the Law on Higher Education.
  4. Individuals - Bulgarian citizens. which graduate with degree of Bachelor or Master in 2014 or 2013 in universities abroad. recognized by the country, regardless of the study form.
  5. Individuals - Bulgarian and foreign citizens who are phD students in the academic year 2013-2014, or received his doctorate in 2013 or 2014 in Bulgaria.
  6. Individuals under sections 1, 2, 3, 4 and 5 at the time of application do not have a registered company and related persons within the meaning of § 1 of the Supplementary Provisions of the Commerce Act they do not have a company with activity similar to their future business.
  7. The applicants will to develop a viable business plan and to protect him in the competition.
  8. Upon approved business plan to register a company in the Republic of Bulgaria under the Bulgarian legislation.

How to apply?

Before you fill out the documents and apply please read the Guidance for 2014 for Project  Tehnostart 2014.

If you want to participate you must submit the following documents:

  1. Application for participation (form) - Application 1
  2. Declaration by the applicants for lack of connectivity (form) - Apllication 2
  3. Declaration by the applicants for absence for circumstances under item 4, chapter 1 from the Guidance (form) - Application 3
  4. Business plan (form) - Application 4
  5. For students studying in Bulgaria– Certificate from university (original).
  6. For students studying abroad, a document assuring that the candidate is a student in the country (original).
  7. For PhD students – Certificate from university or Science institute (original).
  8. For graduates from Bulgaria or abroad - diploma of higher education (copy) or  certificate of university higher education (original).

IMPORTANT: When writing the Business Plan (Application 4) the applicant must describe their idea very well and in detail. Business plans will evaluate by two criteria - the viability of the business plan and business innovation.

IMPORTANT: Documents issued by foreign universities must be legally translated.

The application is submitted by one of the following ways:

  1. Personalor by authorized person at the Registry of the Ministry of Economy from 09.00 to 17.30 at - 1052 Sofia, № 8 "Slavianska"str.

Which are the eligible economic activities according to the Classification of Economic Activities 2008 in Bulgaria?

"Technostart" funds only start-ups in the following sectors: manufacturing; IT and research and development.

Potential applicants should develop their core business and declare it in the business plan according to the following eligible sectors/sections/codes from Classification of Economic Activities 2008 (CEA-2008), approved by the National Statistical Institute:

  1. The whole sector C - Manufacturing, with the exception of aid for which Regalment 1407/2013 of 18 December 2013 does not apply
  2. Sector J - "Creating and spreading information and creative communication" only codes from J58 - "Publishing", J61 "Telecommunications", J62 "Activities in the field of information technology", J63 "Information services".
  3. Sector M - "Professional, scientific and technical research" - only codes from M72 "Research and development".

What are the eligible costs for the project?

Eligible costs of the grant and the personal contribution of 10% of the grant are as follows:

  1. Cost of  fixed assets related to the implementation of the activity of the business plan, including computers and hardware of fixtures and fittings, equipment, plant equipment and other fixed assets.
  2. Cost of intangible assets related to the implementation of the activity of the business plan, including software, registration of new products / services, patents, licenses, trademarks, utility model or industrial design and similar rights and other assets.
  3. Costs for electricity, water, heating and rent of premises (office) required for running the business plan, but not higher than 15% of the total funding.
  4. Costs of materials and supplies related to the business plan - once at the start of the activity, but not higher than 5% of the total funding.
  5. Services costs related to the implementation of the activity of the business plan including creation and development of innovative products, services or finalizing a product, development and dissemination of promotional materials for innovative product, service or process, development of websites, hosting, accounting services and other.
  6. Consultancy costs associated with the implementation of the business plan, but not higher than 5% of the total funding.
  7. Bank charges, costs related to the bank account for the project.
  8. Value added tax to the above activities, only in the case in which beneficiaries are not registered for VAT under the Value Added Tax Law.

What are the criteria for evaluating the projects?

Business plans will be evaluate by two criteria - the viability of the business plan and business innovation. The Assessment of the applications is done in three phases:

  1. Evaluation of the administrative and documental application of the applicants by the project requirements.
  2. Expertise evaluation of the Business plan by external experts.
  3. Interview with the approved applicants with an Evaluation Committee.

To be admitted to the interview, applicant must get at least 50 points from the expertise evaluation of their business plan. Then he must present and defend his business idea, by its viability and innovation to the Evaluation Committee. Members of the evaluation committee chose the applicants that will receive the funding.
