2.1.STRUCTURE

Community legislation in the field of foodstuffs can be divided into two groups, reflecting two different approaches: the horizontal and vertical approach.

The horizontal approach can be further be divided into ten groups:

4. Materials and articles in contact with food
5. Foodstuffs for particular nutritional uses
6. Control and hygiene
7. Contamination
8. Manufacturing and processing of foodstuffs
9. Scientific cooperation
10. Food irradiation

The vertical approach relates to 10 separate directives on:

1. Erucic acid
2. Cocoa and chocolate products
3. Sugars
4. Honey
5. Fruit juices and similar products
6. Fruit jams, jellies, marmalades and chestnut puree
7. Dehydrated preserved milk
8. Caseins and caseinates
9. Mineral waters
10. Coffee and chicory extracts

It should be mentioned that DG AGRI is also the author of much food legislation. This legislation, mainly relating to:

  • animal feedingstuffs
  • plant health
  • animal health
  • seeds and seedlings
  • market organisation
    is excluded from this list.

Legislative acts for which DG ENV is responsible, for example Directive 80/778/EEC on water intended for human consumption (which would fit in the group of vertical directives), and Euratom measures on radioactive contamination, are also excluded.
