This Invitation for Tenders follows the General Procurement Notice for this project which was published on the website of the European Bank for Reconstruction and Development on 04 September 2012 and in a Bulgarian newspaper Capital Daily on the same date.
The Ministry of Economy, Energy and Tourism, hereinafter referred to as “Employer” intends to use part of a grant from the Kozloduy International Decommissioning Support Fund (KIDSF), being administered by the European Bank for Reconstruction and Development (EBRD, the Bank) towards the cost of implementation of energy saving measures (the Facilities) related to the rehabilitation of municipality street lighting in fourteen beneficiary municipalities in Bulgaria (Sub-projects).
The Employer now invites sealed tenders from Contractors for the following lots/contracts to be funded from part of the proceeds of the grant:
Lot 1: Rehabilitation of street lighting in Sofia City Municipality.
This lot comprises the replacement of street lighting luminaries and consoles (8,799 pcs.) by dismounting the old street luminaries and consoles, and supply and mounting of new and energy efficient street luminaries; replacement of electrical panels for street lighting, including delivery and installation of automated control panels for street lighting (cassettes); supply and installation of equipment for control center for monitoring and control of street lighting; staff training. The Beneficiary is Sofia City Municipality.
Lot 2: Rehabilitation of street lighting in Municipalities in Southern Bulgaria.
This lot comprises the replacement of street lighting luminaries and consoles (21,055 pcs.) by dismounting of the old street luminaries and consoles, and supply and installation of new street luminaries (19,346); supply and installation of new poles; supply and installation of grounding poles, replacement of electrical panels for street lighting, including supply and installation of automated control panels for street lighting (cassettes); reconstruction/installation of pipe and cable networks; supply and installation of equipment for control centers for monitoring and control of street lighting; staff training. Beneficiaries are 7 municipalities.
Lot 3: Rehabilitation of street lighting in municipalities in Northern Bulgaria.
This lot comprises the replacement of street lighting luminaries and consoles (12,559 pcs.) by dismounting the old street luminaries and consoles, and supply and installation of new street luminaries (7,586 pcs.); supply and installation of new poles; supply and installation of grounding poles; replacement of electrical panels for street lighting, including supply and installation of automated control panels, reconstruction/installation of pipe and cable networks; supply and installation of equipment for control centers for monitoring and control of street lighting; staff training. Beneficiaries are 6 municipalities.
Tenders are invited for one, two or three lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison and evaluation of tenders..
Procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF rules and is open to firms from the following eligiblecountries as of 1 February, 2013: European Union member-states , Switzerland and the EBRD Countries of Operations.
The grant will not be used for payments to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the Security Council of the United Nations, taken under Chapter VII of the UN Charter.
Tender documents can be obtained from the address below upon payment of a non-refundable fee of EUR 100 (one hundred euro) or its equivalent in a convertible currency or in the currency of the Employer’s country (Bulgarian lev) or a combination of these. Payment can be made by bank transfer to the account below. All bank transfers must be confirmed to a representative of the Employer with proof of payment.

Upon request, the tender documents will be promptly dispatched by courier, but no liability can be accepted in the event of their loss or their untimely delivery.
All tenders must be accompanied by a Tender Security of the following amount or its equivalent in convertible currency or in the currency of the Employer’s country:
For Lot 1: EUR 67,000 (sixty-seven thousand euro)
For Lot 2: EUR 65,000 (sixty-five thousand euro)
For Lot 3: EUR 75,000 (seventy-five thousand euro)
Tenders must be delivered to the address below by 11:00 hrs (local time) on 10th of June 2013, at which time they will be opened in the presence of tenderers’ representatives wishing to attend.
