Minister Nikolov: We Start the Development of a National Industrial Strategy in Partnership with the European Commission and the Businesses

A proactive state policy towards the main economic sectors combined with low-carbon production, digitalization, and investment encouragement is a crucial condition to overcome the challenges and foster economic growth in line with the interests of the business and society. The Minister of Economy and Industry, Dr. Petko Nikolov, made this statement during a meeting with representatives of the European Commission. The meeting marked the beginning of collaborative efforts between the Ministry and the Commission to develop Bulgaria’s National Industrial Strategy.

The National Industrial Strategy will be developed with full financial backing from the European Commission, utilizing the Technical Support Instrument from the Directorate-General for Structural Reform Support. The project is set to be completed by early 2026, with the strategy’s outlook reaching 2030.

During the meeting, it was observed that Bulgaria currently lacks a strategic document to guide and promote state priorities in industrial policy. In this context, the need for a long-term strategic vision that aligns with the expectations of both businesses and society was highlighted. “The strategy must include the perspectives of all stakeholders,” Minister Nikolov said. He stressed the need to support the technological progress and competitiveness of the Bulgarian industry by fostering partnerships, shortening supply chains, developing skills, adhering to environmental standards, enhancing industrial infrastructure, and attracting strategic investors. “The industrial strategy must also align with trends in European industrial policy,” added Dr. Petko Nikolov.

“This is one of the key projects for the Directorate-General for Structural Reform Support (DG REFORM) of the European Commission this year,” said Commission representative Milena Raykovska. She noted that the document is vital for boosting the competitiveness of the EU’s industry. She also added that the project involves creating a national investment portal.

During the meeting, Minister Nikolov and the European Commission representatives discussed the National Industrial Strategy project for the processing and extractive industries. The leading objective of the document is to transform Bulgarian businesses economically by moving towards a green economy and adopting digital technologies. The final goal is to support their growth and boost their competitiveness.

“Furthermore, the strategy should outline the vision and steps needed to develop suitable industrial infrastructure and create conditions that attract investments in high-tech and competitive sectors,” Minister Nikolov added.

The meeting included the Deputy Minister of Economy and Industry, Dr. David Sukalinski, representatives from industry organizations, government institutions, the InvestBulgaria Agency, the National Company for Industrial Zones, the European Commission, and more.
