Deputy Minister Barbalov: Digitalisation and Industrial Transformation Are Central to Economic Growth

The Deputy Minister of Economy discussed priorities in support of the industrial sector with BASEL.

At a working meeting organised in partnership with the Bulgarian Association of Electrical Engineering and Electronics (BASEL), the Deputy Minister of Economy and Industry, Dontcho Barbalov, outlined the key priorities for supporting industry and small and medium-sized enterprises (SMEs) in Bulgaria.

“We are actively developing the National Industrial Strategy with a horizon up to 2030,” Barbalov announced, adding that the aim of the strategy is to transform the manufacturing and mining sectors by implementing low-carbon and resource-efficient technologies, strengthening supply chains for critical raw materials, and building the necessary industrial infrastructure. He noted that the project is being developed with the support of the European Commission, through the Technical Support Instrument of DG REFORM.

The discussion with BASEL representatives also addressed forthcoming changes in European public procurement legislation, including the potential introduction of requirements favouring the use of European-made equipment.

“The digitalisation of SMEs is one of the six priorities of the National Strategy for Small and Medium-sized Enterprises. Through targeted investments in digital transformation, we are not just stimulating innovation, but creating conditions for sustainable economic transformation,” the Deputy Minister emphasised.

He went on to highlight that the Ministry of Economy and Industry is implementing a number of targeted measures, including support for the adoption of information and communication technologies in SMEs, such as customer relationship management (CRM) systems, enterprise resource planning (ERP) tools, information security solutions, and the digitalisation of operational processes.

According to him, support will also be provided for training in digital and management skills, with a particular focus on the green transition, circular economy, and resource efficiency. “Alongside grant funding, new instruments for equity financing are being developed to support start-ups and high-risk projects in the digitalisation field,” the Deputy Minister of Economy added.

Deputy Minister Barbalov also underscored the importance of the Commercial and Economic Affairs Offices (STI) under the Ministry of Economy and Industry in supporting Bulgarian businesses abroad. He noted that these STI provide valuable information to Bulgarian companies regarding foreign markets, potential trade partners, and investment opportunities. In this context, the Ministry is working to strengthen the STI network and enhance its effectiveness in serving the business community.

The Bulgarian Association of Electrical Engineering and Electronics (BASEL), founded 30 years ago, represents 115 Bulgarian and international companies, organisations, and institutions. These include manufacturers of electrical and electronic products, as well as companies involved in the maintenance, repair, and supply of components. The electrical engineering and electronics sector in Bulgaria comprises approximately 1,300 companies, employing over 57,000 people and generating an annual turnover of €5.5 billion.
