18.06.2025<\/em><\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><strong>General information<\/strong><\/p>\n<p style=\"text-align: justify\">The regulations and manner in which foreign nationals may enter, stay, work and leave Bulgaria depends on whether the respective foreigners are European Union \/ European Economic Area \/ Swiss Confederation (EU\/EEA\/SC) nationals or nationals from third countries (i.e. citizens of other countries).<\/p>\n<p style=\"text-align: justify\">Foreign nationals (regardless of their origin) may work in Bulgaria under two different conditions:<\/p>\n<ul style=\"text-align: justify\">\n<li>Secondment by a foreign employer to a Bulgarian company;<\/li>\n<li>Signed employment contract with a Bulgarian employer.<\/li>\n<\/ul>\n<p style=\"text-align: justify\">\u00a0<\/p>\n<p style=\"text-align: justify\"><strong>EU\/EEA\/SC nationals<\/strong><\/p>\n<ul style=\"text-align: justify\">\n<li>EU\/ EEA SC nationals are allowed to enter, stay and work freely in Bulgaria, provided they do not hold positions for which Bulgarian nationality is required and provided the work they carry out is not on the List of Regulated Professions .<\/li>\n<li>These individuals may enter into employment relations with Bulgarian employers freely, without having to obtain a permit from the Bulgarian Employment Agency.<\/li>\n<li>In case of a secondment of EU\/EEA\/SC nationals the employer from the member state or the company securing the secondment is obliged to declare the secondment before the General Labor Inspectorate Executive Agency, as well as has the obligation to ensure certain working conditions.<\/li>\n<\/ul>\n<hr \/>\n<table style=\"width: 100%;border: 2px solid #afabab;height: 34px\" border=\"2\" willing to hire foreign nationals should know that applicable Bulgarian regulations pertain not only to the labour relations arising between the Bulgarian employer and the foreigner, but also to the entry, stay and leaving of the country by the foreign national.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<hr \/>\n<p style=\"text-align: justify\">\u00a0<\/p>\n<p style=\"text-align: justify\"><strong>Third-country nationals<\/strong><\/p>\n<p style=\"text-align: justify\">In order to work in Bulgaria third-country nationals generally have to go consecutively through the following is allowed to third-country nationals when:<\/p>\n<ul style=\"text-align: justify\">\n<li>They have an employment contract with a local employer;<\/li>\n<li>Are seconded or sent to render specific services in the country;<\/li>\n<li>Are transferred as part of an internal corporate transfer;<\/li>\n<li>Work as freelancers.<br \/>\n\u00a0<\/li>\n<\/ul>\n<p style=\"text-align: justify\">Depending on the education, experience and duration of the employment, the Bulgarian legislation provides multiple instruments on the basis of which a permit for access to the labour market in Bulgaria may be obtained:<\/p>\n<ul style=\"text-align: justify\">\n<li><a href=\"https:\/\/www.az.government.bg\/pages\/uprajniavane-na-trudova-zaetost-erpr\/\" target=\"_blank\" rel=\"noopener\">Single residence and work permit;<\/a><\/li>\n<li><a href=\"https:\/\/www.az.government.bg\/pages\/visokokvalificirana-zaetost-sinia-karta\/\" target=\"_blank\" rel=\"noopener\">European Union Blue Card<\/a>;<\/li>\n<li><a href=\"https:\/\/www.az.government.bg\/bg\/pages\/vytreshnokorporativen-transfer-na-slujiteli\/\" target=\"_blank\" rel=\"noopener\">Internal corporate transfer<\/a>;<\/li>\n<li><a href=\"https:\/\/www.az.government.bg\/pages\/zaetost-na-komandirovani-rabotnici-i-slujiteli\/\" target=\"_blank\" rel=\"noopener\">Work permit<\/a>.<br \/>\n\u00a0<\/li>\n<\/ul>\n<p style=\"text-align: justify\">The process for obtaining a permit to access the Bulgarian labour market is initiated by the Bulgarian employer and is presented before the Employment Agency. Depending on the selected instrument, the employer should present a specific set of documents, prepared as per the legal requirements.<\/p>\n<hr \/>\n<table style=\"height: 10px;width: 100%;border: justify\">\n<li>The obtained permit for access to the labour market is a prerequisite for the issuance of a long-term residence visa type \u201cD\u201d;<\/li>\n<li>The documents that need to be filed to request a type \u201cD\u201d visa depend on the grounds on which the third-country national has received a permit for access to the labour market in Bulgaria. Additional information about the specific documents required is available on the website of the <a href=\"https:\/\/www.mfa.bg\/en\/services-travel\/consular-services\/travel-bulgaria\/visa-bulgaria\" target=\"_blank\" rel=\"noopener\">Ministry of Foreign Affairs<\/a>;<\/li>\n<li><a href=\"https:\/\/www.mfa.bg\/en\/services-travel\/consular-services\/travel-bulgaria\/visa-bulgaria\" target=\"_blank\" rel=\"noopener\">Visa \u201cD\u201d application<\/a> is filed only at the Embassy of the Republic of Bulgaria \/ Consulate located in the permanent residence of the third-country national or at a representative office of a third country accredited by the Bulgarian state. As an exception, the application may be filed in a country other than the country of the candidate\u2019s permanent residence, if the person resides in such a country on legal grounds;<\/li>\n<li>In case of a positive decision, the authorities notify the visa \u201cD\u201d candidate, most often by telephone, and they arrange a meeting at the Bulgaria\u2019s representative office where the third-country national has filed the application. Or the minimum pension under the legislation of the Republic of Bulgaria for the period of residence.<\/li>\n<li style=\"text-align: justify\">They will not be a burden to the social security and health systems in Bulgaria;<\/li>\n<li style=\"text-align: justify\">They have a place to live in.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify\">The specific requirements are stipulated in the <a href=\"https:\/\/aref.government.bg\/sites\/default\/files\/uploads\/docs2021-03\/\u0417\u0410\u041a\u041e\u041d%20\u0417\u0410%20\u0427\u0423\u0416\u0414\u0415\u041d\u0426\u0418\u0422\u0415%20\u0412%20\u0420\u0411.pdf\" target=\"_blank\" rel=\"noopener\">Foreigners in the Republic of Bulgaria Act<\/a>.<\/p>\n<ul style=\"text-align: justify\">\n<li style=\"text-align: justify\">In addition to the documents listed above and depending on the grounds on which the person applies for a residence permit, the Act requires the submission of additional specific documents.
