The Programme has a horizon till 2020. Currenty the programme period has expired. Nevertheless, financing of the measures falling into the priorities of this programme has been provisioned in the budget framework of the European union for 2021 \u2013 2027 period.<\/p>\n<p style=\"text-align: justify;\"><strong>What is the objective of the program?<\/strong><\/p>\n<p style=\"text-align: justify;\">COSME is for the implementation of the Small Business Act reflecting the will of the Commission to acknowledge the central role of SMEs in the economy of the EU. The Executive Agency for Small and Medium Enterprises manages\u00a0COSME on behalf of the EC.<\/p>\n<p style=\"text-align: justify;\">COSME provides support for SME in the following areas:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Improving access to financing;<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li>Improving access to markets globally;<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li>Developing an environment conducive to competitiveness;<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li>Promoting entrepreneurship.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Through this financial instrument the EU provides loans and capitalinvestments for SMEs:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Through\u00a0 <strong>the\u00a0 Loan\u00a0 Guarantee\u00a0 Facility<\/strong>,\u00a0 the\u00a0 programme\u00a0\u00a0 will\u00a0\u00a0 provide\u00a0\u00a0 guarantees\u00a0\u00a0 and\u00a0\u00a0 counter-guarantees\u00a0 to\u00a0 financial\u00a0 institutions\u00a0 (e.g. guarantee societies, banks, leasing com-panies)\u00a0 so\u00a0 they\u00a0 can\u00a0 provide\u00a0 more\u00a0 loan\u00a0 and\u00a0 lease\u00a0 finance\u00a0 to\u00a0 SMEs.\u00a0 It\u00a0 is\u00a0 expected\u00a0 that\u00a0 COSME will enable between 220 000 and 330 000 SMEs to obtain financing for a total value of between \u20ac14 and \u20ac21 billion.<\/li>\n<li>Through <strong>the Equity Facility for Growth<\/strong>, the programme will provide risk capital to equity funds investing in SMEs mainly in the expan-sion\u00a0 and\u00a0 growth-stage\u00a0 phases.\u00a0 The\u00a0 Facility\u00a0 should\u00a0 help\u00a0 between\u00a0 360\u00a0 and\u00a0 560\u00a0 firms\u00a0 to\u00a0 receive\u00a0 equity\u00a0 investment \u00a0with\u00a0 an\u00a0 overall\u00a0 volume\u00a0 invested ranging\u00a0 from\u00a0 \u20ac\u00a0 2.6\u00a0 to\u00a0 \u20ac\u00a0 4 billion.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Enterprise Europe Network is financed through COSME. It consists of more than 600 centers in over 50 countries and provides support to SMEs in finding partners in business and technologies, getting familiar with EU legislation and obtaining access to financing from the EU.<\/p>\n<p style=\"text-align: justify;\"><strong>How does the program support SME?<\/strong><\/p>\n<p style=\"text-align: justify;\">One of the key objectives of COSME is to provide better access to financing for SMEs in the different stages of their lifecycle. To this end, the EU provides loans and capital investment and counter guarantees for financial institutions so that they are able to provide more loans and lease financing to SMEs.<\/p>\n<p style=\"text-align: justify;\"><strong>What is the budget of the program?<\/strong><\/p>\n<p style=\"text-align: justify;\">It is implemented between 2014 and 2020, with a budget of EUR 2.3 bln. COSME is designed to allow between 220,000 and 330,000 SMEs to obtain funding totaling EUR 14 &#8211; 21 bln.<\/p>\n<p style=\"text-align: justify;\">The Equity Facility for Growth of the program provides venture capital for equity funds investing in SMEs mainly in the stages of expansion and growth. The expectations are that the facility will support between 360 and 560 thousand enterprises in the 2014-2020 for obtaining capital investment totaling EUR 2.6 &#8211; 4 bln.<\/p>\n<p style=\"text-align: justify;\"><strong>What is the deadline to apply in calls for proposals under the program?<\/strong><\/p>\n<p style=\"text-align: justify;\">For each call for proposals deadlines are different.
