Mission, aim and functions

The National Contact Point (NCP) is established in the course of Bulgaria's adherence to the Declaration of the Organization for Economic Cooperation and Development (OECD) on International Investment and Multinational Enterprises (the "Declaration"), part of which are the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct.

The establishment of the NCP is part of Bulgaria’s obligations under the Agreement for the Investment Policy Review of the Republic of Bulgaria, on the one hand, and the OECD, on the other (promulgated SG, issue 98 of 2019), in force since 13.12.2019 and Decision of the Council of Ministers № 789 of 20 December 2017 for the establishment of an Interdepartmental Coordination Mechanism for the accession of the Republic of Bulgaria to the OECD.

By adhering to the Declaration, countries commit to implement the OECD Guidelines for Multinational Enterprises for Responsible Business Conduct through the establishment of NCPs. The Guidelines are targeted to all companies operating internationally - from small companies to large corporations.

The role of the 49 NCPs of the countries adhering to the OECD Declaration is related to the implementation of the Guidelines, which are a set of voluntary recommendations for Responsible Business Conduct (RBC).

Among the responsibilities of NCPs in other countries are to promote voluntary compliance with the Guidelines, to handle cases of non-observance of the Guidelines, to act as a mediator between stakeholders, to promote dialogue and to seek mutually acceptable solutions.
