Administrative Regulation and Control of Economic Activities

Administrative Regulation and Control of Economic Activities Directorate main tasks are as follows:

  • Organisation of the issuance of Licenses, Registration certificates, import and export permits, keep registers, conducts preventive and subsequent control for the compliance with the obligations of license holders and registered legal entities for the following commercial activities:
    1. Manufacturing of Optical Disks and Stampers;
    2. Production of ethyl alcohol of agricultural origin, distillates, and spirit drinks, and to persons carrying out activities with distillation facilities for the production of ethyl alcohol, distillates, and spirit drinks, including interacting with the „National Institute for Research and Certification“ EOOD;
    3. Drug precursors;
    4. Assisting JCCP within the Minister of Economy and Industry;
    5. Performs other activities related to licensing and registration regimes assigned by the minister;
  • Implements the trade policy measures related to the import and export of goods from and on the territory of the Republic of Bulgaria;
  • Keeps a Register of commercial intentions for the legally defined range of goods; accepts, processes and issues import and export documents in accordance with the specific legal act;
  • Administrative regulation for the implementation of mandatory non-tariff measures within the EU, related to the quantitative restrictions on trade between the EU and third countries;
  • Keeps a public Register of persons engaged in mining, processing and transactions with precious metals and precious stones and products with and from them by occupation;
  • Organises, coordinates and controls the overall process related to regulation in the sector of production and trade of tobacco and related products, preparing drafts of normative acts at the national level for regulating activities in the sector; incorporates the requirements of European Union law into national legislation in this area; provides opinions on drafts of normative acts of the European Union, etc.;
  • Administrative regulation for providing notifications from manufacturers and importers of new tobacco products and smoking products other than tobacco products before they are placed on the Bulgarian market;
  • Administrative regulation for providing notifications from importers and manufacturers of electronic cigarettes and refillable containers before they are placed on the Bulgarian market;
  • Keeps a public register of persons who will carry out the import, introduction into the territory of the country, production, sale, provision, or restore/recycling of machinery and/or equipment for the production of tobacco products;
  • Keeps a public register of persons with issued and revoked permits for the production of tobacco products;
  • Keeps a public register of persons carrying out economic activities related to crude oil and petroleum products;
  • Fully provides the procedures according to the provisions of the Chapter ΙI of the Act on administrative regulation of economic activities, related to crude oil and petroleum products (The Act);
  • Participates in the exercise of control of compliance with the requirements of the Act;
  • Provides the organizational and logistical support to the work of the Advisory Council to the Minister of the Economy and Industry for cooperation between public authorities and persons engaged in economic activities associated with oil and petroleum products;
  • Provides the organizational and logistical support to the activities of the Minister of the Economy and Industry under the Act;
  • Cooperates with the Ministry of Energy, the Ministry of Finance, the Ministry of Economy and Industry, the Ministry of Agriculture, the Ministry of Environment and Waters, Executive Agency “Automobile Administration” and Executive Agency “Railway Administration”, General Directorate “Fire Safety and Protection of the Population” at the Ministry of Interior, General Directorate for Combating Organized Crime at the Ministry of Interior, State Agency “State Reserve and Wartime Stocks”, State Agency for Metrological and Technical Surveillance, Bulgarian Institute of Metrology, Customs Agency, National Revenue Agency, Commission for Protection of Competition, State Agency for National Security and the representative industry and trade organizations of persons engaged in economic activities under Article 2(1) of the Act;
  • Participates in the preparation of opinions, positions, analyses and information in relation to the participation of the Bulgarian side in the work of the EU institutions – for the relevant working groups, committees and other working forums, including informal contacts, and participates with its representatives;
  • Prepares information on the status of regulated activities, makes proposals for regulatory changes in view of its functional competence, prepares impact assessments when necessary;
  • Assist the Economic Policy Directorate in the implementation of initiatives in the area of better regulation and in the preparation of specific proposals for the abolition and/or easing of existing administrative regimes;
  • Provides full support to the activities of the Minister of the Economy and Industry under the Compensating Consumers for Transport Costs Act;
  • Participates in the development of the forecasts and the draft budget of the Ministry, as well as in the implementation of the programs from the program budget of the Ministry within its functional competence.
