Functions of Consumer Policy Directorate:

  • provides assistance to the Minister of Economy and Industry for the formulation, implementation and coordination of consumer policy and for its integration in the carrying out of the other sectoral and horizontal policies;
  • prepares draft regulations implementing the requirements of horizontal EU consumer legislation into national law and coordination on drafts legal acts related to consumer protection;
  • coordinates and participates in the work of WG “Consumer Protection” with the Coordination Council for the preparation of the Republic of Bulgaria for membership in the Eurozone and performs functions of Secretariat of the Working Group with the Coordinating Council;
  • prepares, coordinates and submits for approval by the Council for EU Affairs with the CoM of positions on the issues to be considered by the Council of EU affairs and its preparatory bodies, as well as in the decision-making process under Art. 290 and 291 of the Treaty on the Functioning of the EU;
  • responsible for the formulation of the position of Bulgaria in the regular and informal meetings of the EU Competitiveness Council on matters within the competence of the Directorate;
  • participates in meetings of the relevant working groups, committees and other working formats of the Council of the EU and the EU Commission regarding the adoption and the correct transposition of the EU consumer legislation into national law;
  • organizes and manages the activity of WG 21 “Consumer Protection” with the Council for EU Affairs under Decree No. 85 of the CoM of 2007 on coordination on EU issues;
  • prepares, coordinates and submits for approval by the Council of EU Affairs with the CoM of draft opinions on European Commission’s inquiries concerning the correct transposition and enforcement of the EU law in the field of consumer protection;
  • carries out functions of Secretariat of the National Consumer Protection Council and coordinates its activity;
  • liaise with the Commission for Consumer Protection and other administrative bodies having competencies in the field of consumer protection;
  • participates in the work of working bodies of the Organization for Economic Cooperation and Development (OECD) dealing with consumer protection: “Consumer Policy Committee” and WP „Consumer Product Safety”; performs tasks related to the accession of the Republic of Bulgaria to the Organization for Economic Cooperation and Development (OECD), on issues within the competence of the Directorate;
  • participates in the meetings of the WG “Consumer Protection of the United Nations Commission on Trade and Development (UNCTAD) for the implementation of the UN Basic Guidelines for Consumer Protection.
